MINUTES OF MEETING ON JUNE 20, 2007

APPROVAL OF MINUTES OF LAST MEETING:

            Approved.

 

 

 

VISITOR BUSINESS:

 

All visitors were present to discuss the proposed bike-lane striping on Monmouth Street/Rte.51.

 

Mrs. Weston objects to Monmouth Street bike lanes:

  1. The main concern is lack of parking for two caregivers her husband needs, and a cleaning person who are all scheduled for Mon., Weds., and Fri.   
  2. The Weston’s also have many visitors; most are elderly and would be difficult for them to walk from a side street.
  3. Emergency vehicles would endanger bicycle riders in the bike lanes.
  4. The Weston’s submitted two petitions to City Council; one from street residents and

            the other from their visitors.

      5.    Bicyclists would be at risk to emergency vehicles.    

            The Weston’s would approve of a 3:00 AM to 9:00 AM no-parking restrictions

 

Mr. Brainard objects to Monmouth Street bike lanes:

  1. No on-street parking might affect Farnstrom’s and events at the old library.

and may be a security problem if they or their visitors have to park on a

      side street.

  1. Monmouth St. parking would infringe on side street resident parking.
  2. Standing water may be a bicycle hazard in bike lanes.
  3. They suggest widening Monmouth St, and that bicycles use C and D Streets.

 

Mr. Brainard (cont’d)

            The Brainard’s would approve of a 3:00 AM to 9:00 AM no-parking restrictions.     

 

Mr. & Mrs. Kozisek object to Monmouth Street bike lanes:

  1. States that the value of their property would reduce by 20% if Monmouth St. parking wasn’t allowed.
  2. Would add to congestion of the side streets.
  3. Bicyclists don’t want to ride in bikes lanes because of curb-side debris, grates, and the arch in Monmouth St.           

 

The Kozisek’s would approve of a 3:00 AM to 9:00 AM no-parking restrictions

 

Mr. & Mrs. Dumar’s object to Monmouth Street bike lanes.

1.        They’ve had cars vandalized when parked on side streets.

2.      Run-in’s with neighbors for parking on side streets.

3.      They have 4 cars and if not allowed to park on Monmouth St., would have nowhere to park but on their lawn.

4.      Bikes would ride on the sidewalk anyway.

 

The Dumar’s would approve of a 3:00 AM to 9:00 AM no-parking restrictions.

 

 

 

 

OLD BUSINESS:

 

1.  Resident complaint for stop signs on 6th Street.  Hasn’t returned (5) calls.

            No further action.

 

2.  Speed reduction on N. Main/Rte51 request to ODOT awaiting their action.

 

3. Children walking on Gun Club Road bridge barriers. Effective barriers would cost approximately $3300. When the new bridge is built, it will have a different design, to accommodate vehicles and pedestrians.

Matter tabled due to expense.

 

4.  Monmouth Street no-parking zone.  Added to new business, #4.  Also see visitor business.

 

5.      No Left Turn sign from Hoffman to Stryker was being violated. Extra enforcement was deployed.

No further complaints, no further action.

 

6.  Intersection visibility problem at G and 7th.

            Problem forwarded to City Shops.

 

7. Intersection visibility problems on Stryker at 4 cross streets.

            Problem forwarded to City Shops..

 

 

 

 

NEW BUSINESS:

 

1.  Discuss using email for Traffic Safety data. Tabled until next meeting.

 

2.  Speeding complaints of speeding on Ash St. Speed trailer deployed and extra enforcement requested.

            No further action.

 

3.  Resident complaint of speeding on marigold near Hyacinth. Speed trailer deployed.

            No further action.

 

4.  Monmouth Street no-parking or bike lanes from 3rd to 8th Streets (see visitor business.)

The city sweeps between 3AM and 7AM. The cost of buying and installing No-Parking signs is approximately $150 per sign, times 4-per street, roughly $3000 cost to the city, whereas ODOT would absorb the costs to stripe bike lanes. There is also the cost of yellow-curb 40’ from intersections painting.

 

Farnstrom’s and the library would welcome bike lanes, along with two other residents who called the TSC.

 

Chief Wells and Carl will prepare a report for City Council, stating resident concerns and the TSC list of potential solutions.

 

 

 

 

 

 

 

 

INFORMATION UPDATES:

 

1.  Safe Routes 2 Schools – Tim Brass update.

            Schools student traffic summary – data sheet attached.

Two grants are being readied, and Tim would like our support for the three grant sections below:

§         enforcement

§         education

§         contest

            The grant may fund curriculum and possibly people for crossing guards and/or safety          enforcement at schools.          

 

2.  Railroad tracks problems are combined with #3 below.

 

3.  Independence Transportation Plan was approved at a public hearing. The plan included             #2, above.
