MINUTES OF MEETING ON January 9

APPROVAL OF MINUTES OF LAST MEETING:

VISITOR BUSINESS:

 

OLD BUSINESS:

 

1.  Four-way stop was recommended for G and 7th Streets.

                    City Shops action.

 

2.  No parking signs for Monmouth Street between 3rd and 8th. ODOT requires proof of liability insurance before they can be installed.

          City has ODOT approval.

3.  Stryker Road and Rte. 51 intersection needs widening, which will be done by adding       additional culvert piping in the ditch and covering that area with fill to widen the turn.

ODOT has approved this plan.

          No further problems here – no further action.

         

4.  Complaints of large trucks using Gun Club Road, which is currently signed

          NO Trucks.

          TSC recommended removing the NO Trucks signs on Gun Club and its    approaches.

OK’d by City Manager - City Shops action.

           In addition, should large-truck-traffic be studied for all routes in and out of the city? If so,                  what, how, and who need determining.

                   This is covered in the City Transportation Plan. No further TSC action.

 

5. Barriers for the Dusty Spur on Main Street were requested by the property owners.

5. (cont’d)    A plan agreeable to the building owners, the lessee of the store, and the City Community           Planning Director has been developed, and is with the City Manager to see how much, if any,   the City will fund.

6.  Waiting yellow curbing in front of Lee Gardens to prevent parked vehicles from obstructing  the view on Main Street.

City Shops action.

         

7.  Speeders coming to and from the Movie theater. IPD had additional enforcement.

No further complaints. No further action.

 

8.  City parking violation fine amounts. Compare with what other cities charge to see if our fines are    too low. 

Fines are comparable – no further action.

 

9.  Direction signs to Salem on Main Street near the bridge are to be installed.

City Shops action.

 

10.  The crosswalk in front of Colonia Amistad is in mid-block and will be more difficult for drivers to observe. Warning signs have been erected near the crosswalk.

Kie will advise on flashing lights for these signs.

 

11.  New proposed wording for the Traffic Safety Commission authorizing ordinance

          (draft attached).

          If approved by this commission then it will be forwarded to the City Council for adoption.

 

12. Railroad stop signs on G Street have been changed to Yield.       No further action.

 

13. Resident complaint of lack of speed limit signs on Hwy51/N. Main Street.

            There are enough signs, but some are blocked by small tree.

Waiting contractor to trim the branches.

 

NEW BUSINESS:

 

1. Safe Routes to School report..

Shawn did a quick recap of the non-infrastructure grant we got: Just over $13k with money budgeted for extra enforcement around the schools and organizing encouragement activities in the schools.  He also mentioned that we had a bike officer complete extra patrols around the schools in October and the first week of November using these funds.  Beau said that it really made a difference with traffic and pedestrian flow.  We pulled him in because of the rain but will have him back out there in March.  The only other thing mentioned was that Shawn will be talking to a WOU education class today to see if they want to take on Safe Routes organizing as a class activity. 

We might get 10 or 15 students to help organize events and work with teachers and classes. 

The ACTS 2008 grant request for a SR2S coordinator funding has been rejected because this grant and the SR2S ODOT grant funds come from the same pool. Shawn in looking for a way to fund a coordinator through the existing SR2S grant funds.
